A -- F-15 FLIGHT TEST SUPPORT AT EDWARDS AFB AND EGLIN AFB SOL F33657-96-R-0012 POC Thomas Kielbaso, Contracting Officer, (513) 255-7927. This CBD announcement constitutes a Notice of Contract Action of a proposed contract for flight test support of the F-15 development test and evaluation programs at Edwards and Eglin AFBs. These programs include but are not limited to the Tactical Electronic Warfare System (TEWS), the AN/APG-63, -70, and -63(v)1 Radars, SEEK EAGLE Office support, Advanced Medium Range Air-to-Air Missile (AMRAAM) support, Fighter Datalink support, Common Missile Warning System support, AIM-9X support, Joint Helmet Mounted Cueing System support, avionics and software upgrades, and support for the F-15 Combined Test Force at Edwards AFB. The period of this performance is from Jan 1997 to December 2000. It is anticipated that four separate 12 month efforts will be negotiated due to the dynamic nature of these flight test efforts. At Eglin AFB, the contractor will supply: (1) program management, (2) data management, (3) direct labor skills consisting of flight test engineering, field service, instrumentation engineering, and (4) staff and other services necessary to support the assigned tasks. The contract shall provide support for: (1) TEWS development and the TEWS lab located at Eglin AFB, (2) SEEK EAGLE on the F-15, (3) AN-APG-63 software development, (4) AMRAAM F-15 integration support, (5) Fighter Datalink development support, (6) Common Missle Warning System support, and (7) software updates. At Edwards AFB, the contractor will provide the following services: (1) program management, (2) data management, (3) direct labor skills consisting of flight test engineering, field service, instrumentation engineering, (4) operation of the telemetry facility collocated with the 445 FLTS, and (5) staff and other services necessary to support the assigned tasks. The contractor will provide support for: (1) AN/APG-70 and -63(v)1 radar development and upgrades, (2) operation and support of the Integrated Facility for Avionics System Testing bench, (3) avionics software development, and (4) integration of the AIM-9X, Joint Helmet Mounted Cueing System, and Fighter Datalink, and (5) periodic software updates. The contractor must be thoroughly familiar with the F-15, APG-63/-70/-63(v)1, the avionics architecture on both F-15 A-D and F-15E, technical data, weapons integration issues, and related support equipment. At both locations, the contractor must have the ability to do the following: maintain and operate the existing quick look telemetry ground station, provide assistance to integrate additional instrumentation measurements onto test aircraft, provide technical assistance for flight testing of the above described systems including assessment of aircraft instrumentation and test item performance, repair and refurbish instrumentation and TEWS/IFAST laboratory equipment, perform test bench calibration and installation of test bench modifications while maintain commonality with the MDA, St Louis, integration bench. Additionally, the contractor will assist in equipment trouble shooting and problem analysis, and manage test bench activities including scheduling, preparing test procedures, conducting tests, and providing engineering analysis and documentation. The contractor shall also provide custody control, receipt, inspection, warehousing, accounting, repair, and MILSTRIP requisition of parts associated with the instrumentation of the test benches and support equipment, accomplish program coordination and sharing of technical data to ensure commonality of effort between programs. The contractor will provide administrative services such as security (including custody and control of secure equipment and data), secretarial, transportation, and procurement. The contractor shall provide all normal hand tools, electronic tools, tool chests, reference books personnel clothing common personnel safety items, and all other items normally associated with the various skills to be provided. The contractor shall be responsible for establishing and maintaining effective safety and quality control programs. Additional testing may also be requested and authorized by the Air Force. The contractor shall provide maintenance support for F-15 Aircraft and related subsystems during flight test and development at Edwards and Eglin AFBs. The F-15 Program office of HQ Aeronautical Systems Center, Wright-Patterson AFB, OH proposes to award a contract for this effort during the first quarter of FY97. the contract will be awarded pursuant to the authority of FAR 6.302-1 {(10 USC) 2304(c)(1)}, only one responsible source and no other source can satisfy agency requirements. An Ombudsman has been appointed to hear concerns from potential offers during the proposal development phase of this acquisition. The purpose of this Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
