Administrative Office of the US Courts (AOUSC) has a requirement for a
Jury Management System (JMS) to support the jury selection and
administrative processes for Federal district courts. The JMS shall
provide the ability to create juror databases, called Master Jury
Wheels, from district court source data files; support the creation of
qualified wheels (data on the subset of individuals deemed to be
qualified to participate in the jury process) from Master Jury Wheels;
and track, manage and calculate payments for jurors. The JMS must be
capable of importing a qualified wheel/list from the National Service
Center. The JMS must be capable of creating an electronic record in a
format that can be read by the court's financial system. The contractor
will also be responsible for providing plans, technical support, and
JMS configuration and installation. The JMS must be capable of
supporting the entire Jury process from start to finish. The objective
is to acquire JMS commercial off-the-shelf (COTS) software unmodified
except as required for compatibility requirements with the existing
AOUSC systems. The proposed contract will be awarded for a base year
with four, one-year options. Written requests for the solicitation
document should be received NLT 15 days from the date of this synopsis.
