The Government intends to purchase on a sole source basis three TIROS Information Processor (TIP) beacon receiving systems with local user terminal processing software manufactured by Telonics, Inc. described as follows: (3) THRPT-6L Standard T-RIS Systems with local user terminal processing software. This equipment and software will interface with the ARGOS collection and location system which acquires, processes and disseminates data from fixed and mobile Platform Transmitter Terminals (PTTs) anywhere in the world. Throughout time (the interval between data reception by the satellite and results being made available to users) varies from three to ten hours. The Government requires near real-time acquisition of sensor information and position data and, therefore, must receive and process sensor information directly from the satellite downlink. The required data is transmitted on two different frequencies: one in the D-band and one in the VHF band. The D-band downlink is required because it is more reliable as it operates in a much ''quieter'' area of the spectrum than the heavily used VHF band. The D-band downlink also equates to an increase in quantity and reliability of data and contains imagery data not available on the VHF downlink.
