This is a combined synopsis/solicitation for four (4) each Sachtler Vario Pedistal 2-25 (SAC 5021) or equal and four (4) each Sachtler Video 90 Head FB or equal prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is EME-96-IB-0007. This solicitation is issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 39. This procurement is unrestricted. The SIC code applicable to this IFB is 3663. The small business size standard is 750 employees. It is anticipated that a firm fixed price contract will be awarded. Award will be on an all or none basis. All items shall be delivered FOB destination within 30 calendar days after award to FEMA, National Emergency Training Center, Warehouse, Building I, 16825 S. Seton Avenue, Emmitsburg, MD 21727 which is the place of inspection and acceptance. Specifications for the units are as follows: The pedistal must have overload protection on eaCh wheel, double-wheeled casters with plained treads, low pressure air pneumatic center column system, center column brake, steerable dolly. It must have a height range from 26'' to 57'' and a quick-fix mount for flat base camera heads. The camera head must be a leakproof, zero-friction fluid head with horizontal brake. The unit must have seven settings for both horizontal and vertical drag with dampening modules guaranteed to reproduce exactly identical drag in all operating temperatures and horizontal and vertical locks which function independent of damping and counterbalance system. The unit must have a tilt angle of 60 degrees in both directions. The provisions at 52.212-1 Instructions to Offerors-Commercial apply to this solicitation. Offerors are to include a completed copy of the provision 52.212-3, Offeror Representations; and Certifications-Commercial Items, with its offer. The following clauses also apply: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract order-Commercial Items. If offering other than the Sachtler units, submission of descriptive literature is required under this solicitation. Descriptive literature shall be provided which details the characteristics and construction of the products offered and explains their operation such that the offeror proves that the items being offered meet the Government's minimum requirements and that the equipment offered is capable of functioning as stated in the specifications. The purpose of this requirement is to establish exactly what the bidder proposes to furnish. The descriptive literature will be evaluated to the extent of determining before award whether the products offered meet the Government's minimum requirements. Failure of an offeror to furnish descriptive literature with their offer will result in an offer being considered nonresponsive.
