Dubuisson, 601/688-1636 This project provides for modification of the existing ``E'' Test Complex at the John C. Stennis Space Center, located in Hancock County, Mississippi, approximately 40 miles west of Gulfport, Mississippi and 50 miles east of New Orleans, Louisiana. The project consists of all labor, material, and equipment to manufacture and install cryogenic piping and ultra-high pressure (UHP) gas piping (15,000 psia), procurement and installation of mechanical components such as control valves, check valves, flow meters, vacuum systems and hand valves. Also included is the installation of various government furnished equipment (GFE) which will include; modification and installation of cryogenic piping, and UHP piping, relief valves, high pressure (HP) and UHP ball stacks. The estimated cost range is between $5,000,000 and $10,000,000. Solicitation packages will be released as soon as practicable whether prior or subsequent to September 16, 1996. A charge of $350.00 for each package is required and must accompany each request. This procurement is not set-aside for small business concerns. Only written requests for the solicitation package will be accepted. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the pre-award and post-award phases of this acquisition. The purpose of the ombudsman is not to dimish the authority of the contracting officer, or the selection official, but to community concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes.
