R -- TECHNICAL SUPPORT FOR THE LONG TERM PAVEMENT PROGRAM (LTPP) SOL DTFH61-97-R-00002 DUE 093096 POC John J. Nanartowicz, Contract Specialist, HAM-30C, (202)366-4247. The Federal Highway Administration (FHWA), Office of Research and Development, is seeking to identify qualified sources capable of providing pavement and traffic engineering technical assistance services in the support of the development and conduct of Long Term Pavement Performance (LTPP) studies. The LTPP study began in 1987 as a 20 year program developed under the Strategic Highway Research Program (SHRP). Since 1992, FHWA has proceeded to accomplish and refine original SHRP LTPP goals through a staff effort in the Office of Research and Engineering, Pavements Performance Division. The Technical Support Contractor (TSC) shall be required to provide technical support in a variety of areas in the LTPP program. This technical support includes overview and direction to specific activities that are the responsibility of other LTPP contractors. This overview and direction may result in major changes in program direction and expenditure of funds that may present potential for a conflict of interest. Therefore, any company that has contracts responsible for LTPP data collection, LTPP testing, LTPP data processing and analysis as part of the FHWA's Long-Term Pavements program shall not be eligible to compete. Due to the close coordination required with the FHWA, Pavement Performance Division, the technical support contractor's office, the contract's Principle Investigator (PI) and a substantial portion of the contractor's staff assigned to this contract shall be located in the greater Washington, DC, metropolitan area. FHWA anticipates a five year period of performance for this contract, beginning in FY98. The Government anticipates that the level of effort for this contract (approximately 2000 staff hours per month) will remain constant during the period of performance. Contractor teaming arrangements are anticipated and encouraged. The scope of this contract is to provide all necessary facilities, equipment, services, supplies, materials, and personnel to perform all activities necessary for pavement and traffic engineering technical support to the FHWA LTPP program. The LTPP program requires extensive coordination with FHWA LTPP staff, other LTPP Contractors and participating State and Canadian Provincial highway agencies. The success of the technical support effort requires an organization that possesses flexibility and the willingness to cooperate with the numerous agencies and organizations involved in the LTPP program. THIS IS NOT A SOLICITATION. Contract(s) to be awarded based on the issuance of a formal solicitation subsequent to this notice. The Technical Support Contractor will be required to: 1. Participate in the development, refinement, oversight, and assessment of pavement and traffic activities conducted in support of the LTPP research. 2. Provide technical services in support and quality assurance activities of the LTPP Materials Testing Program. 3. Provide technical support to the LTPP staff in the development of specifications and overview of the LTPP Information Management System (IMS). 4. Provide procedures and specifications for the quality control and quality assurance (QC/QA) checks performed on data in the IMS. 5. Provide technical support in the review, assessment and overview of existing LTPP experiments and LTPP regional field operations. 6. Provide technical services consisting of review, development of new procedures and overview of pavement performance monitoring activities including such activities as quality and uniformity of field operations. 7. Provide technical support to the LTPP staff for general planning and coordination of LTPP experiments for special needs that may arise. 8. Provide general support to the FHWA LTPP program and customers as necessary. Interested offeror(s) should submit a package delineating qualifications and capabilities for meeting the requirements described above, as well as references substantiating past performance on similar efforts. Freedom from actual, apparent, or potential conflict of interest and the capability to provide an independent review free from bias, must be demonstrated. Packages should be received by September 30, 1996. Responding offeror(s) will receive a copy of the forthcoming solicitation. (0234)
