286-6972. NASA Goddard Space Flight Center (GSFC) intends to contract
with Science Systems & Applications, Inc. (SSAI) on a sole source basis
to extend support currently provided under Contract NAS5-31741 for an
additional 21 months beyond the current end date of the contract
(04/30/97). This extension is required to continue work currently
underway while the government's technical requirements are being
consolidated and competed. Under the consolidated competition, the
majority of these requirements will be set aside for small business.
Under NAS5-31741 the contractor provides scientific and engineering
support for the design, development, and testing of remote sensors and
sensor systems. This support includes, but is not limited to, software
development related to various modeling applications for Goddard
projects such as EOS/MODIS, as well as data classification and
analysis, research support, mechanical engineering support, design,
fabrication, and assembly for electro-optical remote sensing
instruments, maintenance and operation of the Systems Evaluation and
Development Laboratory (SEDL) and related antenna systems. Landsat 7
instrument payload analysis, including the Enhanced Thematic Mapper
(ETM), and, development and refinement of the CARANLYS program.
Statutory authority for this sole source procurement is 10 U.S.C.
2304(c)(1)--Only One Responsible Source. However, contractors who
believe they can provide these services without any harmful impact to
the program schedules supported by this work, should contact Liz
Aldridge at the address provided in section 7 of this synopsis.
Contractors must repond by 09/04/96 or 15 days after publication of
this synopsis in the CBD, whichever is latest. Again, we anticipate
competition of these requirements as consolidated with other GSFC
requirements in a small business set-aside competition currently
