A -- DESIGN, DEVELOPMENT, AND TESTING OF VLBI TECHNIQUES AND INSTRUMENTS SOL RFP5-XXXXX-261 DUE 082396 POC Liz Aldridge, Contract Specialist, (301) 286-5044 Steve Cimino, Contracting Officer, (301) 286-6972. NASA Goddard Space Flight Center (GSFC) intends to contract with NVI, Inc. on a sole source basis to extend support currently provided under Contract NAS5-32331 for an additional 12 months beyond the current end date of the contract (01/07/98). This extension is required to continue work currently underway while the Government's technical requirements are being consolidated and competed. Under the consolidation competition, these requirements will be procured using full and open competition. Under NAS5-32331, the contractor provides scientific and engineering support to Goddard's Dynamics of the Solid Earth (DOSE) program in the application and improvement of very-long-baseline interferometry (VLBI) techniques. This support includes, but is not limited to, field experiment support, refinement of VLBI technique and instrumentation, theoretical modeling and instrumental calibration of atmospheric propagation, data analysis, development maintenance and documentation of VLBI software, application and development of the Global Positioning System (GPS) for global and crustal dynamics, archival and operational documentation of DOSE hardware and software, and computer facility support. Support is provided at GSFC, the Haystack Observatory in Massachusetts, Gilmore Creek Geophysical Observatory in Alaska, Kokee Park Geophysical Observatory in Hawaii, the US Naval Observatory in Washington DC, and at other participating domestic and foreign institutions as required. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, contractors who believe they can provide these services without any harmful impact to the program schedules supported by this work should contact Liz Aldridge at the address provided in section 7 of this synopsis. Contractors must respond by 09/04/96 or 15 days after publication of this synopsis in the CBD, whichever is latest. Again, we anticipate a full and open competition of these requirements as consolidated with other GSFC requirements scheduled to begin in December of 1996. See Numbered Note(s): 22. (0234)
