The Environmental Protection Agency has projects that require
documents in paper copy be converted to digital text format through
optical character recognition (OCR). The purpose is to use the digital
electronic versions in automated systems that search on text and allow
retrievability of full text and images. Contractor shall provide text
and image scanning services and rekeying services, if required, on an
on-call basis from copies of typewritten work processed, or composed
documents. The documents shall be returned in ASCII format on CDR.
Pickup and delivery services are required. The documents provided by
the EPA will vary in style, format, and quality. The documents shall
consist of internally generated documents, e.g., site cleanup decisions
documents, fact sheets, landscapes images and data tables, memorandum
for record, Explanations of Significant Differences, ROD amendments,
internal staff memoranda, and transcripts of community relations
meetings. Sources of the single or double-sided copies for text or
image scanning may be from the original, a first or second generation
file copy. The EPA intends to make reasonable effort to provide the
best copy available of the documents. Documents may be single or
doubled spaced and the point size could range from 6 to 12 or larger.
Any Committees for Purchase from People Who are Blind or Severely
Disable able to meet requirements must demonstrate in writing by
closing date. All responsible sources solicited may submit a bid,
proposal, or quotation, which shall be considered. Interested persons
may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals, however, all proposals received within 15
days after the date of publication of this synopsis will be considered
by the Government. A determination by the Government not to compete
this proposed contract based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Award will be made only if the
offeror, the product/service, or the manufacturer meets qualification
requirements at the time of award in accordance with FAR clause
52-209-1. The solicitation identifies the office where additional
