Browning. DHHS/PSC/AOS/DAM has a requirement to: 1. Upgrade an existing
Integrated Library System (ILS) comprised of a minicomputer-based
INNOPAC subsystem and a microcomputer-based INNOVACQ subsystem to a
system that runs both subsystems as a single unit, and 2. Acquire
additional INNOPAC options/modules. This requirement for commercial
items has been justified and certified in accordance with FAR Parts
6.302-1, 6.303-2 and 6.304. The Government believes Innovative
Interfaces, Inc. (III) is uniquely qualified to satisfy this
requirement and intends to contract with III on a sole-source basis.
The upgrade will require: 1. Upgrade of INNOPAC to a DEC ALPHA platform
which includes: a) One (1) INNOPAC DEC Alpha cpu with 64MB memory, 2GB
disk storage, Digital UNIX operating system, Ethernet TCP/IP
connectivity, associated cables/controllers, one (1) expansion cabinet,
one (1) 4mm DAT tape drive, and two (2) 16-port terminal servers; b)
INNOPAC software configured for DEC ALHPA and Digital Unix operating
systems (incoporates INNOPAC operating system license upgrade), machine
setup, software services (preparation of existing system for conversion
and postconversion testing), database conversion, software
installation, migration of 22 users, and one (1) OCLC interface; and c)
one (1) day on-site service. 2. Migration of the INNOVACQ subsystem to
INNOPAC which will include: a) software services (operating system
upgrade, software installation, database conversion, and migration of
five (5) users); b) one (1) system printer; and c) one (1) day on-site
service. The additional options/modules to be acquired are: 1. (201)
INNOPAC Gateway, 2. (201W) INNOPAC WWW Server, 3. (700) Inter-Library
Loan (ILL) module, 4. (104) File Transfer Software, 5. (701) Transmit
ILL Requests Electronically to OCLC, 6. (703) Transmit ILL Requests via
E-Mail to Other Libraries, and 7. (305A) Circulation Notices via E-Mail
Option. The period of performance shall be from September 30, 1996
through September 29, 1997. All deliveries shall be made FOB
destination to 5600 Fishers Lane, Rockville, Maryland, 20857. Concerns
with the ability to satisfy this requirement are requested to provide
written documentation, including pricing information, evidencing their
capability and the name and telephone number of a point of contact.
Responses are to reference requirement 213-96-0018 and be addressed to
Bettie Hartley at the above address. If no affirmative responses are
received, the Government will proceed with negotiations with Innovative
Interface, Inc. Numbered Note 22 applies to this synopsis, however
responses must be received within fifteen (15) calender days after
publication of this notice in order to be considered by the Government.
