The NASA Goddard Space Flight Center intends to issue a Request For Proposal (RFP5-52987-024), on a sole source basis, to True Software Incorporated. This action is being done under the statutory authority of the Federal Acquisition Regulation (FAR), 10 U.S.C. 2304 (c)(1), Only One Responsible Source. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. This acquisition will be for sixty licenses of the Aide-de-Camp/Pro Software. This software is a Configuration Management (CM) tool, which is needed to support the Vision 2000 development effort. Specifically, this software shall have the following capabilities/features: (a) A multiple, concurrent parallel development and implementation efforts; (b) Rapid reiterations of software development baselines; (c) Ability to manage the configuration of entire groups of entities (e.g. source code, documentation, impacts, dependencies, and other relationships) as one object; (d) Ability to identify dependencies and conflicts between entities; (e) Client-Server environment with different platforms; (f) Application Programmer Interface (API), which will expedite the CM product with other COTS products; and (g) Graphical User Interface (GUI). The FOB point shall be destination. The date of delivery will be within three weeks of contract award. The place of delivery will be NASA/GSFC, Receiving and Inspection, Building 16W, Code 239, Greenbelt, MD 20771. Offerors are advised to include a completed copy of the provisions at 52.212-3, Offeror Representation and Certification -- Commercial Items, with their offer. The following provisions shall be included in this solicitation: 52.212-1, Instructions to Offerors--Commercial 52.212-4, Contract Terms and Conditions--Commercial Items. The addendum to 52.212-4 are as follows: A.1.1. Type of Contract--This contract will be firm fixed price. A.1.2.
