Pension Benefit Guaranty Corporation (PBGC) has a requirement for fulfillment mailing services in which some letters and forms will be sent to the contractor electronically for printing, collating, and mailing. Mailings may require some manual insertion. The contractor will be required to produce from electronic receipt both letters and forms and to collate those items with other items such as brochures when necessary, and to mail those items to the addresses. The contractor will provide a system which will interface with the PBGC Participant Records Systems Management (PRISM) Automated Letter Generation (ALG) System to produce the required letters and forms for mailing. The letter generation application software will be provided by PBGC. The fulfillment contractor will not be required to perform any programming. The contractor will have to support the following print driver/software configuration: 1) HP-PCL5 Printer support or 100 percent equivalent, 2) Microsoft Word for Window 6.0a or later, 3) Microsoft Windows version 3.11 or later, 4) 600 dpi minimum print requirement. Contents of mailings may be sensitive and the contractor will be responsible for ensuring the security of sensitive data. Each mailing will have precise requirements for the contents of each envelope and the contractor will be responsible for ensuring that all mailings are carried out exactly as intended. The contractor will be required to provide a system capable of acknowledging receipt of data from PBGC, confirming a successful run back to PBGC and confirming completion of mailing, and to provide a dedicated PC to run the PRISM ALG software and any other software used in operation of the PRISM ALG at the offeror's site. Provision of paper and envelopes (sizes #10 double windowed and 8 3/4 x 11 1/4 vertical double windowed) will be part of the contractor's responsibility. The contractor may be required to print or have printed several color brochures and will be required to store numerous copies of brochures. PBGC contemplates award of one indefinite quantity indefinite delivery contract. Offerors will be required to meet the following mandatory requirements to have their proposals considered: 1) Demonstrated capability to support electronic transmission of at least 28.8 kbps, 2) E-mail system capable of dial-up to PBGC, 3) Must provide duplex printing capability, 4) Must provide postnet barcode capability for envelopes (future upgrade to system will require OMR and/or Bar Code capability for letter quality assurance production), 5) Must provide black on white printing at a quality of at least 300 dpi, 6) Must demonstrate the capability to print at least 10,000 letters in a 24 hour period. A preproposal conference will be held at PBGC on August 22, 1996, at 9:00 a.m. in room 6, suite 170 of 1200 K. St. N.W., Washington, DC. The conference will include a demonstration of the PRISM ALG system currently used by PBGC.
