The Phillips Laboratory Operational Contracting Division/PKOV Kirtland AFB, NM is seeking sources capable of performing Base Supply Services for Kirtland AFB, NM. These services are currently being performed by the Government, and a cost comparison under OMB Circular A-76 will be conducted to determine the most cost effective mode of operation. A contract will not be awarded if Government performance is determined to be more advantageous. The Kirtland AFB supply operation is part of the Air Force Standard Base Supply system as defined in Air Force Manual (AFM) 23-110. Performance under any resultant contract must be interface compatible with the AF Standard Base Supply System. Services entail the ordering, receiving, storing, inventoring and distribution/delivery of various supplies and equipment required in the overall operation of Kirtland AFB, including (but not limited to) administrative supplies, furniture, fixtures, test equipment, tools, computer equipment, and aircraft/weapon systems parts and equipment. Services also inlcude the ordering, inventoring, receiving, storing of hazardous materials, inlcuding (but not limited to) paints, solvents, acids, cylinder gases, glues, cryogenics, liquid and solid rocket propellants, and ground and aviation fuels. Other responsibilites inlcude maintaining minimum customer requirement stock levels, returning and reordering defective materials/supplies, and performing mission immediate capability (MICAP) support for multipleweapon systems. A Secret Clearance is required to handle Communications Security (COMSEC) equipment and other classified items.
