SOL FWS A/E Notice No. 1 (FY 96) DUE 083096 POC Contact Demetria Wilson, Procurement Technician; Wanda Purdy, Contracting Officer Firm Fixed price contract for A/E Planning Services for the preparation of a Comprehensive Management Plan (CMP) for the Lake Ophelia and Grant Cote National Wildlife Refuges, Marksville, Louisiana. Performance period is 180 days from date of award. A/E firms submitting required forms for this procurement must include documentation to show they have the capability and expertise to perform the required tasks. Specific tasks may include, but are not limited to: conducting a kick-off meeting; analyzing resource relationships by compiling maps and data, developing objectives, identifying management and fundingstrategies, and identifying partnership opportunities;facilitating 2 focus group meetings with other interests; conducting an alternatives workshop with the planning team; developing the preferred plan; preparing the draft CMP Report; presenting alternatives and draft CMP Summary Report at a public meeting; and producing the final CMP document. Evaluation factors in descending order of importance are as follows: 1. Past experience of the firm on similar natural resource planning projects and in facilitating public and group meetings related to natural resource planning. 2. Capabilities of firm in managing natural resource planning projects. 3. Education and depth of work experience/expertise in the field of natural resource planning of the Project Manager for the firm. This project is set aside for emerging small business under the Small Business Competitiveness Demonstration Program. The size standard for an emerging small business is $1.25 million under Standard Industrial Classification (SIC) 8712. A/E firms that meet the requirements described herein and wish to be considered for the above described work are invited to submit a completed SF-254 and SF-255 by 4:00 p.m. on August 30, 1996.
