Stallings, Contract Specialist, (301) 496-4611 The National Institute of Child Health and Human Development is planning to negotiate a fourteen month extension of contract NO1-HD-2-3165 with BIOTEK, Inc. of Woburn, Massachusetts. The contract is for the Development and Testing of New Spermicides. The determination to use other than full and open competition is in accordance with 41 USC 253 (c) (1) as set forth in FAR 6.302-1. Inherent duplication of cost to the government, unacceptable delays in completing the project, and the existence of proprietary data make competition unfeasible for the completion of the current workscope.
