A -- HYPERSONIC AND SCRAMJET TECHNOLOGY RESEARCH SOL 1-160-DGE.1134 DUE 090796 POC Susan C. Shockcor, Contract Specialist, 757-864-2989. NASA Langley Research Center intends to issue a sole-source procurement to GASL, Inc., 77 Raynor Avenue, Ronkonkoma, NY, in accordance with FAR 6.302-1, Only One Responsible Source. This determination was made subsequent to a sources sought market survey published in the CBD on 3-18-96. The contract is for Hypersonic and Scramjet Technology Research and Development services in support of NASA Langley Research Center's Gas Dynamics Division and Hypersonic Vehicle Office. The scope of the contract is to provide the capability for test facility operation, data acquisition and analyses, and test conduct of scramjet and related technology research at simulated flight Mach numbers from 4 to 20, including the design and fabrication of specialized research hardware. This contract will be issued as a performance based task assignment contract, estimated to require approximately 100,000 direct productive labor hours over a 60-month contract (inclusive of all priced options). The solicitation is anticipated to be issued on or about August 26, 1996, offers are due within 30 days of solicitation issuance. All responsible sources may submit a proposal which shall be considered by NASA. See numbered notes 22 and 26. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Before consulting with any ombudsman, interested parties must try to resolve their concerns with the contract specialist or the contracting officer. The LaRC Ombudsman is Belinda Adams.
