PRESOLICITATION NOTICE - The work includes the demolition, removal, and disposal of the Variable Angle Launcher (VAL) reinforced concrete superstructure to concrete slab and foundation elevations. The VAL facility is located on the U.S. Naval Morris Dam Test Facility, Azusa, California. Generally, the work involves the removal and disposal of reinforced concrete walls, ramps, stairs, and miscellaneous structure features; exterior and interior doors; exterior windows; exterior and interior pipe railing; overhead electrical and telephone lines; cutting and capping utility pipes and conduit at grade; removal of conductors in existing underground conduit; obtaining and fulfilling all obligations to required agency permits; placement of shotcrete slope protection; filling with earth at remaining VAL structure retaining walls; removal and disposal of lead paint steel pipe railing to satisfy environmental requirements; final clean-up to satisfy transfer of the demolished VAL superstructure area between governmental agencies; and incidental related work complete and ready for use.--The estimated cost is between $1,000,000 and $5,000,000. -- Firm Fixed Price Contract. -- Contract duration is approximately 320 calendar days. --This proposed contract will be unrestricted.--The Standard Industrial Code is 1795 and the annual size standard is $7 million. It is recommended the subcontracting goals reflect a minimum goal of 7% for Small Disadvantaged Business Subcontracting effort. Bidders should request in writing stating IFB number N68711-96-B-2233 with complete name, address, area code and phone number and whether bidding as a prime/subcontractor/supplier.--Telephone requests will not be accepted.--There will be a charge for plans and specs that is yet to be determined.
