Z -- FY96 HOUSING PROJECT J-374, WHOLEHOUSE REVITALIZATION TO 104 BRUNS PARK UNITS (PHASE II) AT NAVAL CONSTRUCTION BATTALION CENTER, PT HUENEME, CALIFORNIA SOL N62474-95-R-2877 DUE 073096 POC CHARLOTTE DOMINGUEZ, CONTRACT SPECIALIST at (415) 244-2977, Contracting Officer, Bobby Ellis. This RFP is a source selection CONSTRUCTION procurement for wholehouse repairs/improvements to 104 Bruns Park family housing units. This project is to be acquired by negotiation with qualified offerors based on technical and price competition. Price and evaluation factors are approximately equal in weight. Evaluation Factor #1: PAST PERFORMANCE - This factor demonstrates a commitment to quality, cooperative working relationship, customer satisfaction with timely completion at a fair and reasonable price. Evaluation Factor #2: EXPERIENCE OF THE FIRM AND KEY PERSONNEL - This factor considers the Offeror's and key personnel's experience in undertaking projects of similar scope and complexity. Evaluation Factor #3: PROJECT MANAGEMENT PLAN - This factor considers the quality and efficacy of the Offeror's overall management strategy for accomplishing the specific work of this solicitation. The strategy is evaluated to determine that it is reasonable, comprehensive, and methodical and illustrates an understanding of critical and/or high risk issues that need management focus to ensure a quality product delivered on schedule. Evaluation Factor #4: SUBCONTRACTING COMMITMENT - This factor considers the extent of the Offeror's commitment to subcontracting with Small Business, Small Disadvantaged Businesses, and Women-owned Small Business Concerns. If a large business, this factor also considers the past performance of the Offeror in complying with requirements of FAR Clause 52.219-8 Utilization of Small, Small Disadvantaged and Women-Owned Small Business Concersn, and FAR Clause 52.219-9 Small, Small Disadvantaged and Women-Owned Small Busniess Subcontracting Plan. -- The work includes the furnishing of all labor, materials and equipment necessary to completely renovate the interior and exterior of 20 existing multi-family housing buildings containing 104 units. The work in this contract will be accomplished in four phases. Repairs and improvements shall include, but are not limited to the following: Complete renovation of kitchens and bathrooms; replacement of flooring; windows and various doors and hardware; revisions to interior walls; installation of insulation; complete plumbing and electrical upgrades; installation of forced air units, ducts and roof caps; installation of water heaters and a fire protection system; excavation and replacement of gas service risers, water valves, sewer and water laterals; rmoval of hazardous materials; provision of pest control; removal and replacement of carports and incidental related work as required. Optional Bid Item 1: The work includes the furnishing of all labor, materials and equipment necessary to remove and replace roofing on 20 multi-family housing buildings (containing 104 units) in four phases. Removal and replacement shall include, but is not limited to the following: removal of existing aggregate surfaced built-up roofing, installation of new underlayment and new asphalt shingles, installation of skylights, sheet metal and flashing, and incidental related work as required. Optional Bid Item 2: The work includes the furnishing of all labor, materials and equipment necessary for exterior site improvements surrounding 20 multi-family housing buildings (containing 104 units) in four phases. The exterior improvements shall include, but is not limited to the following: wood fence removal and replacement; installation of irrigation sprinkler systems, installation of trees and shrubs, renovation of turf areas, removal and replacement of concrete flat work, and incidental related work as required. -- Estimated Construction Cost is between $5million and $10million. Contract duration is approximately 720 calendar days. The proposed contract is UNRESTRICTED. The Standard Industrial Code (SIC) is 1521 and the related small business size standard is $17million. -- Offerors shall request a copy (one copy per company) of solicitation IN WRITING stating RFP No. N62474-95-R-2877 with complete company name, address, area code and telephone number, and identify whether company will be bidding as supplier, subcontractor, or prime. No deposit is required. All qualified, responsible sources may submit a proposal which shall be considered by the agency. Information regarding receipt of proposals WILL NOT BE AVAILABLE since this is a negotiated procurement. As of 1 July 1996, the Bid Box will be relocated. The new location is in Building 207, 2nd floor, to the rear of the building. This new address should be put on all mailed bids and is effective as of 1 July 1996. (0178)
