necessary for the Construction of the U.S. Coast Guard Mid-Atlantic Air
Station Consolidation at the Atlantic City International Airport,
Atlantic City, New Jersey. The work includes, but is not limited to,
construction of an approximately 63,000 GSF hangar building, an
approximately 6200 GSF Group/ESU Detachment building and related site
work. The hangar building will house the Air Station's hangar,
administration, operations, berthing (living quarters), shops, storage,
supply and recreation functions. The Group/ESU Detachment building will
house facilities maintenance, electronics maintenance and
administration functions. Site work will include, but is not limited
to, utilities, roads, aircraft apron, vehicle parking, grading,
fencing, landscaping and lighting. All work shall be accomplished in
accordance with Specification No. 05-X3660 and Drawing No. 05-X3660
(sheets 1- 219). All work shall be completed within 515 calendar days
after Notice to Proceed. Plans (half-size), specifications, and all
necessary bid documents will be available approximately 19 July 1996
and may be obtained by submitting a check in the amount of $20.00 per
set (non-refundable) made payable to the U. S. Coast Guard. To receive
a solicitation and be placed on the bidders' list interested parties
must submit a written request. Telephone inquiries will not be honored.
Bid opening for Solicitation No. DTCG47-96-B-3EFK17 is 20 August 1996
at 2:00 p.m. in Norfolk, VA. Estimated construction cost is over
$10,000,000.00. The solicitation is unrestricted in accordance with the
Small Business Competitiveness Demonstration Program. For Minority,
Women-owned and Disadvantage Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
