Specialist, 301/415-6747 The Nuclear Regulatory Commission (NRC)
intends to negotiate a contract on a sole source basis with the
University of Texas at Austin (UT) to review current anchorage
guidelines such as 1) ACI 349, App. B, 2) ACI 355, 3) ACI 318
(anchorage proposal), and 4) USI A-46, SQUG Reports; to review and
evaluate available sources of test data to establish trends in test
results and identify areas where data is determined to be needed; and
to prepare a comprehensive report which covers all aspects of anchorage
design. The work performed will lead directly to a modification or
establishment of regulatory guidance for anchorage to concrete. The
proposed period of performance is 15 months. This action is being
pursued on a sole source basis to UT due to their employment of Dr. R.
A. Klingner. Dr. Klingner is a world-renowned expert in the area of
anchorage to concrete and whose unique capabilities have been developed
over the past 18 years through involvement with the National Science
Foundation and the Texas State Highway Department, where he has
participated in the testing and evaluation of anchorages to concrete.
It is Dr. Klingner's expertise and knowledge of NRC's issues on
anchorage criteria that make him uniquely qualified for this work.
Interested respondents must submit written capability statements and
resumes demonstrating as a minimum: (1) Thorough knowledge of, and
extensive experience with, relevant industry codes and standards (e.g.,
American Concrete Institute (ACI) 349, Appendix B; ACI 318; ACI 355).
Minimum experience should be with the U.S. codes and standards.
International code experience will be considered a plus. (2) An
extensive background in anchorage testing, evaluation, and design, with
nuclear industry experience preferable. (3) Thorough understanding of
past and current issues in anchorage design, testing, theories, and
guidelines. (4) Absence of organizational conflict of interest.
