C -- NATURAL GAS MANAGEMENT SERVICES SOL 598-48-96 DUE 071896 POC Djuna Roberts, Contracting Officer, 501-370-6671 This medical center has a requirement for Natural Gas Project Management Services. The scope of services requires the professional expertise of an Architect-Engineering firm in order to assist in preparing for our intent and subsequent transport of natural gas at both the Little Rock and North Little Rock facilities. Services shall include but not be limited to: providing all natural gas account coordination between utility companies marketers and the VA; providing coordination services associated with the installation of telemetering facilities; assisting in determination of maximum daily quantity (MDQ) and contract demand; providing technical recommendations concerning the selection of pricing alternatives and contract terms for the natural gas commodity supplier; review with COTR and recommend approval for all natural gas utility bills; address billing problems that occur, document problem specifics, method of action and results; provide monthly updates of natural gas commoditiy pricing throughout the term of the project management contract and inform owner of all opportunities for taking advantage of low market conditions; assist with all utility negotiations during the term of the project management contract; evaluate future natural gas purchasing alternatives; re-evaluate the first year of savings for transporting natural gas and compare results to original study with documentation for all differences; provide the documented results of the evaluation as well as the experiences of the first year of natural gas transportation in a final written report to be submitted upon completion of the project management contract. It is antipated that these project management services will be required for one year after which the VA will assume all project management. The contract will be fixed price with a not to exceed amount. Reimbursement shall be based on negotiated hourly rates and the term of the contract shall not exceed one year.
