301-443-1191. The National Institute on Alcohol Abuse and Alcoholism
intends to negotiate on a sole-source basis with the Center for Human
Behavior Studies, Incorporated for a research and development project
entitled, ``An American Indian Tribe with Low Alcoholism Prevalence:
Transmission Analysis, Linkage Analysis and Gene/Environment
Interactions.'' The statutory authority to negotiate with the Center
for Human Behavior Studies, Incorporated is 41 U.S.C.253(c)(1) under
FAR reference 6.302-1. The purpose of the proposed contract is to
rigorously define the prevalance of alcoholism and associated problems
in an American Indian tribe with a purported low rate of alcoholism
and alcohol abuse. Individual psychiatric interviews, groups
sociocultural data, and blood samples will be collected to address
issues of gene/environment interactions for alchoholism in the Choctaw
American Indian Tribe. Additional individual information will be
collected on severe trauma and stress, alcohol availability, and
socioeconomic factors to identify how these variables interact in the
development of alcoholism and related problems. The offerors must
demonstrate an understanding of the implications of working with an
American Indian population in tribal and personal interactions, methods
employed to gather data from American Indian tribes, and how standard
data collection instruments must be modified to be useful in this
culture, and an ability to conduct rigorous scientific data collections
