The U.S. Department of Commerce/National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite Data and Information Services (NESDIS) intends to negotiate on a non-competitive basis with SYBASE, Burlington, MA for the acquisition of SYBASE Replication Server Software License and updates. This software will be installed at the National Oceanographic Data Center (NODC) in Silver Spring, MD. This software will automatically synchronize and replicate copies of NODC data on heterogeneous platforms throughout the NESDIS client/server network. The NODC client/server network runs with SYBASE Relational Data Base Management System and this software must be compatible with the existing system. All responsible sources shall respond by submitting a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirement, within 15 days of this notice, to the above address. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements.
