This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice--This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued--The solicitation number is 6966 and this will be issued as an Invitation For Bids (IFB)--The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-36 and 90-37--This solicitation is a 100% Small Business Set-Aside--The Standard Industrial Classification code is 3827 with small business standards set at 500 employees--The Federal Bureau of Investigation intends to establish an Indefinite Delivery-Indefinite Quantity type contract for one base year and four (4) one-year option periods for the following item--This item will be used strictly for Law Enforcement purposes only--The contract line item is as follows: 001) Compact Binoculars with a Magnifying Power shall be 8 +/- 3%;The objective lens diameter shall be no less 23 millimeters (mm) and no greater than 25 mm; The minimum luminous transmission of each telescopes of the assembled binocular shall not be less than 80% of the white light incident upon the objective external front surface; The minimum field of view of the binocular shall be 6.3 degrees; The focusing configuration of the binocular shall be center focus with right eyepiece adjustment; The individual eyepieces shall be adjustable through a true range of +/- 4 diopters. The exit pupil diameter of the binocular shall be a minimum of 2.87 mm; The image formed by the binocular shall be free of glare from non-optical surfaces and multiple images; The on-axis, high contrast (100 percent) resolution of the binocular through each individual telescope shall not be greater than 15.46 arc seconds per cycle (or arc seconds per line-pair). The resolution of the human eye is taken as 120 arc seconds per cycle; The maximum external length of the binocular shall be 102 mm. The external length is measured parallel to the optical path from the front of the objective lens to the eyepiece protective ring. The eyepiece assemblies shall be fully extended for this measurement; The maximum external height of the binocular shall be 45 mm. The height is measured perpendicular to the optical path from the outer edge of the objective lenses to the maximum elevation of the housing; The maximum external width at the greatest interpupillary distance of the binocular shall be 105 mm. The width is measured between the outer edges of the binocular perpendicular to the optical path between the outer edges of the objective lenses; The maximum weight of the binocular shall not exceed 284 grams; The binocular shall have the capability of adjusting the interpupillary distance. the minimum adjustment range is 60 mm to 70 mm. The guranteed minimum is 200 units and maximum shall not exceed 8,000 units--Orders can be placed by the Contract Specialist Richard Sanders--Delivery shall be within 120 days after contractor receipt of delivery order--Delivery will be FOB destination to: FBI-Engineering Research Facility Building #27958A Attn: Robert Willis Quantico, Virginia 22135--The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition; Addendum to Paragraph (d) Product samples-Product samples (3) shall be submitted at no expense to the Government, and all unsuccessful bids samples will be returned at the Government's expense-The clause at FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition: The evaluation criteria shall be in the following order; 1. Technical Compliance 2. Price 3. Past Performance- In using Past Performance, three references must be submitted to verify previous contract performance relating to this item and/or similar items--All bidders shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer; Representations and Certifications may be obtained via the internet at http://www-far.npr.gov.--The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition with Addendums to paragraph (g)-Invoices shall be submitted to the address for Mr. Robert Willis and paragraph (o)-Warranty shall be one year from acceptance of equipment--The clause at FAR 52.212-5 (b) applies to this acquisition; the following subparagraphs are applicable: (1), (2), (3), (4), (5), (6), (7), (8), (9), (10), (11), and (15)--The following additional clauses apply to this acquisition: FAR clause 52.214-1 Solicitation Definitions, FAR clause 52.214-2 Type of Business Organization (Sealed Bidding), FAR Clause 52.214-4 False Statements in Bids, FAR Clause 52.214-6 Explanation to Prospective Bidders, FAR clause 52.214-21 Descriptive Literature, FAR clause 52.216-18 Ordering, FAR clause 52.216-22 Indefinite Quantity. Facsimile of bids will not be accepted. All bids shall be submitted to the address listed above no later than 2:00 p.m. local time June 26, 1996. All bids shall be clearly marked with IFB-6966. The point of contact for all information regarding this acquisition is Mr. Richard I. Sanders, at the FBI headquarters address listed above. Also, all potential bidders are hereby notified that due to security requirements, Federal Express, DHL, UPS, etc., deliveries for the FBI Headquarters facility are now received at an off-site location. Therefore, the normal response time of 15 days has been extended to 20 days. The FBI has allowed five (5) extra days (twenty (20) days) from release of this CBD synopsis/solicitation for receipt of a bid. Bidders are hereby notified that if your bid is not received by the date/time and at the location specified in this announcement, then it will be considered late in accordance with the Federal Acquisition Regulation. Inasmuch as the FBI has allowed five (5 ) extra days, it is the responsibility of the bidder to insure that your submission is received at or prior to the noted date/time set forth in this announcement.
