The Global Positioning System (GPS) Range Application Joint Program Office (RAJPO) at Eglin Air Force Base (AFB) FL is evaluating various configurations for a GPS SpaceLift Vehicle (SLV) Tracking System (GSLVTS) for the Eastern Range (ER) at Patrick AFB FL and the Western Range (WR) at Vandenberg AFB CA. This effort is in support of the Air Force Space and Missile Systems Center (SMC) Range Standardization and Automation Office (SMC/CW) and Launch Vehicle Program Office (SMC/CL) both at Los Angeles AFB CA. SMC/CW is conducting a comprehensive program to develop an architecture to modernize aging Spacelift Range Systems (SLRSs) at the ER and WR, to be followed by procurement and installation of the selected system. An element of this program is consideration of replacing the current C-band radar/transponder tracking system with a GSLVTS. As part of the GPS RAJPO's support of SMC's effort, the RAJPO is conducting an industry survey to learn capabilities and costs of current and near-term developmental GPS and Inertial Measurement Unit (IMU) equipment/systems which may be used to develop a cost-effective and technically robust GSLVTS to support Range Safety tracking of SLVs, which include intercontinental ballistic missiles. A brief, broad outline of the requirements of such a system are listed below. Qualified potential sources must currently be developers or manufacturers of GPS receivers or translators, or IMUs, or must be system integrators of these types of equipment. Interested sources responding to this inquiry should describe generally their capability to provide equipment for a GSLVTS and their experience with such systems. Qualified sources are those who, in the sole judgment of the government contracting officer, possess the capability and expertise to accomplish this requirement. Acknowledgment of responses may not be made. Qualified respondents will be sent additional technical details including a preliminary draft performance specification for a GSLVTS. These respondents will be asked to submit descriptions and costs of available or developmental products which may be used in a GSLVTS. Qualified sources may be asked to respond to a technical questionnaire and to meet with the RAJPO in a workshop to be held at Eglin AFB in the near future. The workshop technical discussions/presentations with each source will be held separately. The GSLVTS must meet stringent Range Safety requirements described in the ''Eastern and Western Range 127-1 Range Safety Requirements'' document (EWR 127-1), the ER and WR Operational Requirement Document (ORD), as well as requirements of the various SLVs and their missions. These requirements are summarized in a ''Consolidated Requirements Document'' (CRD) and the preliminary draft performance specification, both compiled by the RAJPO. The GSLVTS will be a system used primarily to track SLVs from launch to the end of powered flight for Range Safety. It must provide SLV position and velocity in real time to Range Safety for potential flight termination in the event of malfunction. It may also be used for other mission tracking requirements such as guidance system evaluation. The GSLVTS may be based on GPS receivers on board the SLVs, or on GPS translators with ground based GPS translator processors. Either type of GPS unit may be used with or without an IMU. SLV-borne GSLVTS units will need to be integrated with independent telemetry (TM) transmission systems and will use ground TM reception equipment that is part of the overall SLRS. The GSLVTS ground element must be capable of tracking two spacelift launches simultaneously. It must record all range safety tracking data and support post- flight analysis. This announcement is a request for whole or partial industry solutions for a GSLVTS. Respondents should clearly identify any proprietary information provided to the government. All information and material provided to the government shall be made available at no cost to the government. This synopsis is for information and planning purposes only and does not constitute an invitation for bids nor a RFP, and is not to be construed as a commitment by the government. Anything that the government may elect to procure as a result of responses to this announcement will be announced separately.
