F -- REQUEST FOR PROPOSALS ON TANK WASTE REMEDIATION SYSTEMS (TWRS) PRIVATIZATION SOL DE-RP06-96RL13308 DUE 041596 POC Contact Peter E. Rasmussen, Contracting Officer, 509/372-1849 The U.S. Department of Energy, Richland Operations Office is seeking proposals on a Request for Proposals (RFP) to acquire Hanford radioactive tank waste treatment and immobilization services using privatized facilities -- privately developed, financed, constructed, operated, owned, and deactivated. The Hanford Site is located in southeastern Washington State near Richland, Washington. Multiple awards are anticipated. The procurement will be divided into two parts: Part A and Part B. Part A is a twenty-month period to establish the technical, operational, regulatory, and financial elements required for the privatized facilities that provide waste treatment services at fixed unit prices. The twenty month period is divided into: a sixteen month period for the Contractor to provide Part A deliverables, and a four month period for DOE to evaluate Contractors for initiation of Part B. Part B is a 5 to 9 year period to provide waste treatment services in privatized facilities at fixed unit prices. Four different waste envelopes will be provided in Part B: three low-activity waste envelopes, and one high-level waste envelope if the Contractor provides high-level waste services. Part B will result in remediation of 6 to 13 percent of the total Hanford tank waste. Once Contractor waste treatment services are no longer required, DOE will direct the Contractor to deactivate all Contractor-provided facilities. The primary objectives for this procurement are to: demonstrate the technical and business viability of using private facilities to treat and immobilize Hanford tank waste; define and maintain required levels of nuclear, radiological, and worker safety; maintain environmental protection and compliance; and substantially reduce total life-cycle cost and enhance schedule performance. As a result of comments received on the draft RFP issued November 20, 1995, there are substantive changes in the Final RFP. The RFP will be available on or about February 15, 1996, and will be available for review and downloading on the Internet at: http://twins.pnl.gov:8001/twrs_rfp/homepage.htm or in hard copy form. Those who requested and received copies of the draft RFP are also required to submit requests for this RFP in writing. Regarding this solicitation, a pre-proposal conference and site tour will be held in Richland, Washington in March 7-8, 1996 beginning at 8:00am in the Federal Building Auditorium on March 7, 1996. Details on the pre-proposal conference and site tour will be contained in the RFP and may also be obtained on the TWRS Privatization Home Page on the Internet at the above address. Please limit conference and site tour attendance to four individuals per firm.
