Hampton, (405) 954-7867, FAX (405) 954-3001 The Federal Aviation Administration has an estimated annual requirement (EAR) of one (1) each for helicopter instrument qualification pilot training; EAR of one (1) each for helicopter instrument instructor pilot training; EAR of sixteen (16) each for helicopter instrument recurrent pilot training; EAR of two (2) each for written examination (if required), and supplemental pilot qualification training as needed. The government anticipates award of a competitive firm-fixed-price indefinite delivery/requirements contract consisting of a base year plus two one-year renewable option years. Submission of an FAA approved technical training program and instructor resumes is required. Resulting contract will contain Federal Acquisition Regulations (FAR) 52.217-8, Option to Extend Services, and FAR 52.217-9, Option to Extend the Term of the Contract. Standard Industrial Code is 8299. Pursuant to FAR 5.102(a)(1), A limited number of solicitations, not to exceed 25, will be maintained for issuance in response to this synopsis. Copies will be issued on a first come-first served basis, therefore interested firms should submit their request as soon as possible. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contacts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 per contract to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $500,000 per contract. DOT provides an 80 percent guaranty on the bond amount to a surety against losses.
