C -- A/E MASTER INDEFINITE DELIVERY CONTRACT FOR ENVIRONMENTAL AND CIVIL ENGINEERING SERVICES FOR INDIAN HEALTH SERVICE SANITATION FACILITIES CONSTRUCTION PROJECTS WITHIN THE ALBUQUERQUE AREA SOL 161-96-0004. In-house engineering services primarily for environmental and civil (E&C) specialties in water, wastewater and solid waste disposal for small and medium community and individual home sanitation facilities located within the administrative jurisdiction of the Albuquerque Indian Health Service (IHS) Sanitation Facilities Construction (SFC) are required for an indefinite-delivery requirements contract. THIS IS A SMALL BUSINESS SET-ASIDE. The Standard Industrial Classification Code for this procurement is 8711, Engineering Services; Other Engineering Services, Contractor's annual receipts for the last 3 fiscal year not to exceed $2.5 million average. The estimated dollar range for each construction project to be awarded under this requirements-type contract is $10,000 to $700,000. Specific projects, as they occur, will be accomplished by negotiation and issuance of delivery orders. The amount payable under this proposed requirements-type contract is estimated not to exceed $100,000 per year. The proposed contract will be for an initial one year with four one-year options that may be exercised at the Government's discretion. Overhead and discipline hourly rates for the option years will be negotiated before the award of this contract. The evaluation factors for selection of the engineer and consultants, in descending order of priority with the first two having equal value, are: (1) Professional qualifications of firm: Overall adequacy of staff, qualifications of principals and project managers, length of time firm has been established, qualifications as a prime contractor is small and medium community and individual sanitation facility design; (2) Experience and Qualifications of the Proposed Key Staff: Firms qualifications and experience in performing surveying services, including right-of-way drawings, legal descriptions, topographic maps, and specialized technical skills and technical and design preparation for small community sanitation facility design, sanitation facilities feasibility studies, infiltration and inflow studies, and hydraulic analysis of small water distribution systems; (3) Location of Main Office of Firm(s) and Consultants: Firm's accessibility to consultants and Albuquerque IHS/OEHE. Knowledge of the Albuquerque IHS/OEHE service area and locality of the project sites; (4) Past Performance Record on Government and Private Industry Contracts: Quality of work, compliance with performance schedules, and cost estimating, brief description of past projects in small and medium community and individual; (5) Analysis of current and projected workload: current projects and future projects applied for; and (6) Computerized drafting: Equipment owned, experience and training of drafting technicians, and the firms experience and ability in using and producing Autocad compatible DXF files and formatting. Firms that meet the requirements described in this announcement are invited to submit (1) a letter of interest and statement that the firm is a small business concern; (2) a Standard Form 254, A/E and Related Services Questionnaire for the firm and all consultants; and (3) Standard Form 255, A/E and Related Services Questionnaire for Specific Projects to PHS-6, Barry J.
