Flemming, 202-366-9564 The National Highway Traffic Safety Administration intends to solicit and negotiate a procurement with Octel Communications Corporation, Fairfax, Virginia, to acquire the following Integrated Voice Processing System: (1) Release 8.2 Software (Rel 8.2); (2) 16 Port Line Card (Part # 3006054-001); (3) Hardware Installation and Implementation; (4) Voice Application Development; (5) Fax Application Development; (6) Host Application Software and Development; (7) 4 port Software License (Part # FP93004-01); Background -- The Information Services Branch (ISB) located in the National Center for Statistics and Analysis (NCSA) is responsible for handling an estimated 10,000 requests for statistical data each year. The largest percentage of these requests are via the telephone. The Integrated Voice Processing System will provide NCSA with the capability to respond to a significant portion of our statistical data request in a more timely and efficient manner. Many of the incoming request will be handled entirely by the system via the fax on demand feature that allows requestors to have their material faxed to them immediately. By providing immediate or improved response time the result will be a higher level of customer satisfaction. The Office of Safety Assurance currently has an integrated voice processing system in the Hotline. Octel's Integrated Voice Processing System will be an extension of the Hotline's existing system. Octel Communications is the sole source provider in this area for items listed on the GSA Schedule. This equipment and software must be compatible with software and equipment already purchase for the Enforcement Office from Octel and through the GSA Schedule. Other interested parties believing they can provide the necessary labor, materials, facilities and personnel to furnish the items set forth above must respond to this announcement within fifteen (15) days after notice appears in the CBD. Responses must include a capability statement describing facilities, personneland other features showing how the above stated requirement would be met. This is not a request for proposals nor is a RFQ available. All capability statements submitted will be considered. In absence of responses from firms who believe they have the capability to perform this requirement, or if no affirmative offers are received within the time specified, herein, negotiations on a sole source basis will commence with Octel Communications Corporation in response to this notice.
