Coast Guard Finance Center (FINCEN) in Chesapeake Virginia has a small
purchase sole make and model requirement for a Centigram AIP 120 14
port/20 hour release 5.04 486 System . The Contractor shall provide and
install a Centigram AIP 120 14 Port/20 Hour Release 5.04 486 Voice Mail
System with an existing Mitel SX-200D Private Automatic Branch Exchange
(PABX) Integration, Automated Receptionist II, Mesa Forms and FaxMemo
software including all materials and labor, integration, coordination,
software configuration, diagnostics, testing, user guides, 10 one hour
training classes for up to 200 users, one three hour system
administration training class for up to 2 individuals, a one year
warranty on parts and labor. The contractor shall provide all Mitel
programming and connections to customers' Mitel line cards. A firm
fixed price purchase order is contemplated. All requirements are to be
completed within six weeks after purchase order award. What sets the
Centigram AIP 120 14 Port/20 hour release 5.04 486 system apart from
other voice mail systems is that it requires only 3 Carrier Over Voice
(COV) ports to efficiently sustain 14 voice mail ports, while all
other voice mail systems demand a 1 to 1 ratio of COV port to voice
mail ports in order to integrate with the FINCENs current PABX. A 14
port voice mail system require 14 free COV ports. That means for a 12
port voice mail system, the FINCEN would need 14 free COV ports in its
Mitel SX-200 PBX switch. The FINCEN currently has only 5 spare COV
ports. The Centigram voice mail system is the only system that will
function without the 1 to 1 COV to voice mail port ratio. The fact that
the FINCEN has 5 available COV ports remaining in the switch makes the
Centigram voice mail system the most logical choice, and the best
value for FINCEN and the Coast Guard. If the FINCEN were to purchase a
voice mail system with a one to one ratio of COV to voice mail ports,
the Finance Center would have to replace its curent PBX switch. The
cost to replace the PBS switch would be in addition to the purchase
cost of the mail system. The replacement of the PBX switch will not be
recovered through competition among manufacturers. It is anticipated
that Request for Quote (RFQ) Number DTCG23-96-Q-FR00L will be issued
approximately 12/15/95 and close approximately 01/05/96. Requests for
RFQ Number DTCG23-96-Q-FR00L shall be submitted in writing to
Commandant, U.S. Coast Guard (G-ACS-2B/SD), 2100 Second Street S.W.,
Washington D.C. 20593 and shall reference RFQ DTCG23-96-Q-FRL00L.
