The Miamisburg Mound Community Improvement Corporation seeks qualified A & E firms to prepare a comprehensive reuse plan for the U.S. Department of Energy Miamisburg Mound Facility. Federal activities are scheduled to be phased out over the next several years. PROJECT INFORMATION: A-E services provided under this consultation contract will include, but are not limited to, preparation of any and all of the following: facility assessment of 306 acres and 100 buildings, infrastructure and plant utilities evaluation, circulation, site, and land use plan, economic and market analysis, and phased operational plan for conversion of facility over ten years. Contract will require the following disciplines: environmental engineer, civil engineer, sanitary engineer, geology, archeology, real estate, business location and economic development specialist, architect and land use planner. SELECTION CRITERIA: Evaluation factors include qualifications of the firm, qualifications and availability of the project manage, qualifications and availability of the other team members, ability to meet standards and scope of work, technical soundness and time frames of proposal, experience in large scale redevelopment and/or environmental cleanup efforts, experience working with federal agencies, working knowledge of local conditions and Ohio planning and building codes, experience working with public participation and decision making processes, references and other special considerations, and fee structure. Each of these factors is weighted at ten points except fee structure which is weighted at 15 points. SUBMISSION REQUIREMENTS: The selection process will be conducted in two parts. Part I includes a letter of intent and a statement of qualifications. Thereafter, approximately five responding firms will be requested to prepare a detailed proposal.
