Officer, Major Lawrence A. Kamon, (310)336-4948. The Defense
Meteorological Satellite Program (DMSP) System Program Office (SPO) is
seeking a qualified contractor capable of performing interim software
and harware maintenance for the Mark IVB Tactical Weather Terminal
AN/UMQ-13). The proposed effort involves work at a classification level
of SECRET and below. A Cost Type contract is contemplated. The period
of performance of the proposed effort is six months with up to two
options for additional periods of three months each. For planning
purposes, a Request for Proposal (RFP) is anticipated to be released in
October/November 1995. The following capabilities are required of the
contractor: Expertise in software design with real time UNIX Ada
experience on a Concurrent Computer Corporation 6600 computer system
utilizing a Vertex compiler. Design Engineering expertise with digital
experience utilizing Concurrent 6600 series computers, Storage
Concepts C51 mass storage devices, fiber optics, and satellite
acquisition hardware. Ability to translate satellite ingest input into
computer code capable of generating imagery at various sites. Ability
to maintain, troubleshoot, repair, and retest existing Mark IVB
terminals. In-depth knowledge and under standing of meteorological
satellite sensor operations, including command and control,telemetry,
and data ingest analysis. Ability to evaluate current technology and
meteorological applications. Working knowledge of the data handling
systems of Air Force Global Weather Central (AFGWC). Capability in
space qualified computer hardware and software design and design
evaluation/analysis of both analog and digital systems and circuits.
Experience in software systems analysis, software troubleshooting and
software modification to correct system deficiencies. Meteorological
experience with satellite ingest and forecaster analysis processes.
Experience with assembly and Ada software programming languages.
Experience in the administration of services related contracts. Ability
to conduct interface working groups, design reviews, and audits.
Ability to provide an adequate number of qualified tecnical personnel
who possess familiarity with strategic and tactical users,use of DMSP
and National Oceanographic Atmospheric Agency (NOAA) sensors,
meteorological applications, and real time remote sensing operations.
Utilizing the capabilities stated above, the following tasks will be
performed by the contractor: (1) Providing integration support to
physically and electronically maintain the Mark IVB hardware and
software, (2) Troubleshooting problems with the Mark IVB system, (3)
Reconfiguring, updating, and maintaining test procedures, (4)
Maintenance, configuration control, repair, update and reconfiguration
of specialized equipment, drawings, technical orders, and software,
(5) Technical support for document control, and update, and (6) Support
for related working groups. This synopsis is for information and
planning purposes and does not constitute an IFB or RFP. This will be
a follow-on effort. The incumbent contractor is Lockheed Missiles and
Space Company, Lockheed Austin Division, the designer and manufacturer
of the Mark IVB Tactical Weather Terminal. You are invited to submit
a statement of capability evidencing the ability to satisfy all
requirements discussed above, within fifteen (15) calendar days from
the date of publication of this notice. The statement of capability
should be limited to twelve (12) pages and should include the contract
number, name, address and telephone number of the Contracting Officer
