A -- AUTOMATED ROUTING AND MAINTENANCE SYSTEMS (ARMS) VERSION 4 POC Michael Jackson, Negotiator, (703) 325-9211, Edward Archer, Contracting Officer, (703) 325-5028. The proposed work is a modification of the Automated Routing and Maintenance System (ARMS) Version 4.0 Software Development contract, DNA001-93-C-0117. The contractor shall provide the capability in Air Vehicle Planning System (APS) to time and de-conflict aircraft and cruise missile missions. The contractor shall provide this capability through a combination of enhancements to route development, air vehicle route timing, and air vehicle route de-confliction/resolution. The contractor shall provide the capability for APS to automatically re-execute planning functions based on timing, fratricide, and conflict resolution impacts to air vehicle missions. The contractor shall use government fratricide data and weapon effect models unless otherwise approved by the Defense Nuclear Agency (DNA) Project Manager and the US STRATCOM Project Manager. The contractor shall provide the capability to perform aircraft and cruise missile timing plan development and timing plan maintenance using database rules, constraints, types of adjustments, and planner priorities, to assign enroute adjustments within provided delay and speed-up limits. The contemplated period of performance is 12 months. DNA plans to award a sole source contract modification to GDE Systems, Incorporated, Post Office Box 509008, San Diego, CA 92150, under DNA contract DNA001-93-C-0117. DNA believes that GDE is the only source possessing the existing RDT&E expertise to adapt this specific requirement to meet this program requirement within the time required by DNA and available funding.
