EXISTING CONTRACT SOL 68D20063 DUE 073195 POC Contact Harvey Hinton,

Environmental Protection Agency (EPA) has in effect contract 68D20063
with Acurex Environmental Corporation, Mountain View, CA. The purpose
of this contract is to provide research and development services to the
Air Pollution Prevention and Control Division, National Risk Management
Research Laboratory of the EPA in Research Triangle Park, NC, through
work assignments that typically range from 3 months to 1 year in
duration. The agency has a requirement for an R&D effort to determine
the multimedia processes and develop pollution control technology
and/or process modifications for reducing emissions. The existing
contract expires on September 30, 1995. The agency has initiated a
follow-on RFP D500553M1 which will provide similar services. However,
it is anticipated that the follow-contract will not be awarded prior to
expiration of the existing contract. The follow-on is in the process of
being recompeted, but because of complexities and changing policies and
rules, an award is not anticipated before March 30, 1996. Shutdown of
the ongoing activities by one firm and start-up by another firm twice
during this short time period is not a practical option because of the
learning time and expenses and because much of the experimental work
cannot be cleanly severed and restarted. As a result, the Agency
intends to extend contract 68D20063 by 6 months and an additional
15,000 technical labor hours. It is in the government's best interest
to solicit and negotiate with one source (Acurex) pursuant to the
authority of 41 U.S.C. 353(c)(1) for the 6 month extension and the
additional level of effort to provide continued support during the
interim period from the scheduled expiration of the existing contract
until the award of the follow-on contract. To successfully perform the
work required during this interim period, the agency requires the
contractor to engage in process engineering research and analysis in
the areas of process chemistry, reaction kinetics and other
physical/chemical/biological phenomena, to engage in laboratory,
bench-scale, pilot, or other testing to evaluate changes that may be
required in process or equipment design. The outputs will be: 1)
assessments of completeness and adequacy of laboratory and pilot-scale
results; 2) evaluation of technical assumptions and consideration of
commercial conditions pertinent to the field of application; 3)
conclusions as to the technical assumptions and consideration of
commercial soundness, and safety of the process; 4) recommendations as
to optimum design and operating conditions for larger scale systems.
This is a notice of intent to modify the existing contract and shall
not be considered as a solicitation document. Interested parties who
believe they can provide the required services are invited to submit in
writing an affirmative response demonstrating an ability to immediately
assume the above duties without disruption to the current operations
and demonstrating a cost benefit to the agency in view of the short
period of performance. Any written response must be received no later
than 15 days after publication of this synopsis. All responsive sources
shall submit their qualifications in writing to be considered
responsive. A request for solicitation will not be considered an
affirmative response. All questions and responses shall be in writing.
