The National Air Intelligence Center (NAIC), Wright-Patterson Air Force Base, Ohio 45433-5611, has a requirement for maintenance (updates and technical support) of Stilas, Scientific and Technical Information Library Automation System. The Air Force intends to procure, on a sole source basis, the maintenance for 01 Oct 95 through 20 Sept 96 from SIRSI Corporation, owners of the proprietary software. Solicitation will be issued approximately 06 Aug 95. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisiton. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of concern.
