Box 13350, Rosslyn Station, Arlington, Virginia 22219, synopsized a presolicitation notice on May 17, 1995 concerning an anticipated award of a lump sum fixed price design-build contract for the New Secure Chancery Facilities (SCF) in Moscow, Russia. TOP SECRET facility and personnel clearances with SECRET safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM) DOD 5220.22-M of January 1995 are required to receive the RFP. SECRET facility and personnel clearances and SECRET safeguarding capability are required to receive the RFI which is planned for issuance on June 22, 1995 to firms which have established eligibility pursuant to Omnibus Diplomatic Security and Antiterrorism Act of 1986 criteria based on submission of the Prequalification Certification of Eligibility. The date by which TOP SECRET facility and personnel clearances must be effective is extended from July 31, 1995 to October 30, 1995. The urgency and security sensitive nature of the project preclude any further delay. The extension of the deadline date to October 30, 1995, by which TOP SECRET facility and personnel clearances must be effective is intended to maximize the time for the facility clearance upgrade of SECRET cleared firms eligible under the Omnibus Act to participate in this acquisition. The Department of State will only sponsor firms for TOP SECRET facility clearances which have submitted the Prequalification Certification of Eligibility as eligible pursuant to the Omnibus Act criteria and currently have at least SECRET facility and personnel clearances and SECRET safeguarding capability. All entities of a proposed joint venture must meet all the facility and personnel clearance requirements specified in the CBD synopsis. The Government assumes no responsibility for the cost of responding to this notice, for your cost of attempting to attain required security clearances by October 30, 1995 and for completion of investigations by that date.
