The Army Research Laboratory intends to make a procurement for the refurbishment, transportation and installation of an existing Autoclave Engineers, Inc., 30M Hot Isostatic Press and associated gas make up system. This equipment operates at high temperature (2000 C) and high pressure (30,000 psi). To keep the equipment operational, refurbishment and safety inspection of critical high pressure components is required. Due to the extreme operating conditions of this equipment, it is imperative that the individuals inspecting and refurbishing this equipment be highly trained and qualified on this particular system. Failure to detect a safety problem, or improperly refurbishing the equipment could result in extensive damage to the equipment and possible injury or death to the operator. It is intended to award a contract to Autoclave Engineers, Inc., 2930 West 22nd Street, Erie, PA 16512. Pursuant to 10 U.S.C. 2304(c)(1). As the manufacturer, Autoclave Engineers, Inc. is the only company which has: the detailed design drawings of this equipment, the computer code, specialized test equipment, the necessary repair parts, and personnel specifically trained to disassemble, reassemble, maintain, inspect, and repair this equipment. Market research has demonstrated that Autoclave is the only vendor capable of meeting the Government's minimum needs. The proposed contract action is for an item for which the Government does not own specifications and drawings to permit full and open competition. Firms that recognize and can perform the required items described above are encouraged to identify themselves and give written notification to the Contracting Officer within fifteen (15) calendar days after date of this publication. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government. 1 LOT -- FOB Destination.
