CONTRACT INFORMATION: A firm fixed price contract is needed for
photogrammetric mapping services to map Roanoke County, Virginia. Work
is expected to begin in September of 1995 and be completed by
September of 1998. If the contract amount exceeds $500,000, award of
this Contract to a large business will be contingent upon approval of
a small business and disadvantaged business subcontracting plan.
Subcontracting Goals for this contract are 5% of all subcontracted work
awarded to small and disadvantaged business and 25% awarded to small
business. The Service Contract Act will apply to this contract. 2.
PROJECT INFORMATION: Work consists of photogrammetric mapping of
Roanoke County, VA. Required mapping includes digital orthophotos,
contour mapping, planimetric mapping and possible GPS surveys for
utility mapping. All mapping will be performed with Government
furnished, fully controlled diapositive aerial photographs. Mapping
scales will vary from 1''=100' to 1''=400' for the various areas of the
County. 3. SELECTION CRITERIA: The following evaluation criteria,
listed in descending order of relative importance, have been
established for this Contract: A. Professional Qualifications:
Capability, background, and experience of key personnel in performance
of photogrammetric mapping, B. Experience: (1) Firm experience in
digital orthophoto production, (2) Experience with digital compilation
and editing of topography and planimetry, (3) Experience with utility
locations using sub-meter accuracy GPS, (4) Experience between prime
and significant subcontractors, (5) Experience with delivery in various
file formats, including AutoCADD, Arc-Info, and Intergraph. C. Capacity
to accomplish the Work: (1) Ability to meet intermediate delivery
requirements as well as overall schedule. (2) Sufficient equipment to
meet schedules. All firms responding to this announcement shall furnish
a list of company owned photogrammetric mapping equipment that will be
available for use on this contract. D. Past Performance: Past
performance on DoD and other contracts with respect to cost control,
quality of work, and compliance with performance schedules, E.
Knowledge of the Locality: Familiarity with the mountainous terrain and
vegetation of western Virginia, F. SB and SDB Participation: Extent of
participation of small business, small disadvantaged business,
historically black colleges and universities and colleges, and minority
institutions in the proposed contract team, measured as a percentage of
the total estimated effort. G. Equitable Distribution of DoD Contracts:
Volume of DoD contract awards in the last 12 months as described in
Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capabilities to perform this
work must submit a copy of the SF 255 (11/92 edition) and a copy of
the SF 254 (11/92 edition) for the prime and all consultants to the
above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday, or Federal holiday, the deadline is the close of business of
the next business day. Applicants may supplement the forms with other
