Scherkenbach, PO Box 5327, Northville, MI 48167, for the purchase of quality management training and facilitation services to instruct the Office of the Secretary of Defense (OSD) staff members in the continual improvement of the Office of the Secretary of Defense processes in accordance with Dr. Deming's management theory. The theory used by the OSD staff to implement quality management is that of Dr. W. Edwards Deming. Therefore, this requirement must be filled by someone who is an expert in the Deming theory of management. This is not a request for competitive proposals. A solicitation document does not exist.
