The Naval Command, Control and Ocean Surveillance Center RDTE Division intends to award a sole source contract to Clemson University for the development of a new Chemical Vapor Deposition (CVP) approach. The overall objective of this 2 year contract is to provide fundamental and basic knowledge about the low thermal budget processing of low dielectric constant materials. Specific attention will be focussed on teflon and related dielectric materials with a dielectric constant of about 2.0. All responsible sources may submit an offer which will be considered.
