Y -- PROVIDE ENGINEERING DESIGN AND CONSTRUCTION SERVICES FOR THE UNDERGROUND STORAGE TANK REPLACEMENT PROJECT AT THE ROCKY FLATS ENVIRONMENTAL TECHNOLOGY SITE SOL CS505097MG4 DUE 061295 POC Contact Point, M.D. Gibson, Subcontract Administrator, 303/966-9395 EG&G Rocky Flats, Inc., a Department of Energy (DOE) Management and Operations (M&O) Contractor, contemplates the award of a Firm Fixed-Price Subcontract on the basis of fair and effective competition. This proposed procurement provides for the engineering-design and construction services to close in place, nineteen (19) existing Underground Storage Tanks (UST) at the Rocky Flats Environmental Technology Site (RFETS), and replace with twenty (20) new UST's or Aboveground Storage Tanks (AST) in accordance with State of Colorado regulations contained in Title 7 of the Colorado Code of Regulations (CCR). The design and construction activities include, but are not limited to, preparation of the detailed design package, performing related design package reviews, preparation of the required construction specifications, estimates and procedures, preparation of a work plan, and site specific Health and Safety Plan (H&SP), sampling and analyzing the soils adjacent to the UST's in accordance with RFETS Environmental Restoration Management's Standard Operating Procedures in order to characterize the soils for Resource Conservation and Recovery Act (RCRA) purposes. Additionally provide for the collection and analysis of representative soil samples for Target Compound List (TCL) - Volatile Organic Analytes (VOA), and Target Analyte List (TAL) - metals. Provide construction and construction management services to execute closure in place of the nineteen (19) existing UST's, and install twenty (20) new UST's or AST's. Perform the Site Assessment at closure on the UST's to determine if any releases have occurred and prepare a Site Assessment and Closure Report for the UST's in accordance with State of Colorado regulations (7 CCR 1101-14 and 6 CCR 1007-5 Part 280). Magnitude of construction: $1,000,000 - $5,000,000. Prior to being able to receive a solicitation for the subject project, offerors must certify that they meet the following pre-qualification criteria: 1) Offeror must have provided design engineering services for private and/or federal nuclear facilities since January 01, 1992. 2) Offeror must have performed an AST and/or UST installation since January 01, 1992.
