B -- AUTOMATED HIGHWAY SYSTEMS BROAD SOLICITATION FOR CONCEPTS SOL 95 AHSSOLP004 DUE 051995 POC Contact Robert Meinert, (810) 816-3404, Contracts Manager, Troy, MI, (810) 649-9569, facsimile The National Automated Highway System Consortium (NAHSC) is soliciting proposals for concepts of an automated highway system. An AHS concept must have the following major characteristics: (1) provide fully automated driving of motor vehicles on limited access highways; (2) provide significantly increased safety and throughput over conventional highways; (3) operate with automobiles, buses, and trucks; (4) incorporate a noncontact electronics-based design; (5) reduce the environmental impacts of vehicular travel (6) be highly reliable; and (7) be feasible and affordable. AHS equipped vehicles can be operated manually on non-AHS equipped highways and roads. From the proposals received, the NAHSC expects to award one or more contracts to develop a description of the concept along with an evaluation of the concept's ability to meet or exceed the NAHSC's Systems Objectives and Characteristics. In its considerations of proposals for contract award, the NAHSC expects to select concepts directed towards generally more mature technologies, but will also consider less mature, but highly promising unique technology applications. The concepts must contain an aggregation of technologies sufficiently mature today to be integrated into a fully functional prototype ready for field testing in 2001. For purposes of this solicitation, the NAHSC desires to receive proposals on complete AHS concepts rather than proposals for a specific technology. Each proposal should describe the unique features and technologies of the concept, but it should also describe the concept's approach to all functional requirements of an AHS, including check-in, transition from manual to automatic, automated driving including lateral and longitudinal control approach, and also describe the concepts approach to flow control, malfunction management, and handling of emergencies. The proposal must also address how the concept meets the more detailed requirements in the AHS System Objectives and Characteristics document. Proposals will be evaluated with respect to the concept's ability to meet those objectives and characteristics. A proposal for a specific function, such as check-in, will also be accepted. Proposals for a specific technology, e.g. actuators, will not be considered at this time. INSTRUCTIONS FOR PROPOSERS A) CONTRACT PERIOD: The preferred period of performance should be 3 months or less. However, proposals requiring more than 3 months may also be considered as contract extensions for further work on development of specific concepts are anticipated by NAHSC. B) CONTRACT TYPE: A cost type contract is anticipated. Terms and conditions will be provided only to those selected for award. C) SUBMISSION OF PROPOSALS: Offerors proposals must be received by close of business Friday, May 19, 1995 at the NAHSC Program Office, 3001 West Big Beaver Road, Suite 500, Troy, MI 48084. D) INSTRUCTIONS FOR PREPARATION OF PROPOSALS: Any resulting contract will contain FAR, U.S. DOT, and commercial clauses appropriate for the type of contract. Contractual terms, including data and reporting requirements will be negotiated with the firm(s) selected for the contract(s). In responding to this announcement, please submit an original plus four (4) copies of your proposals in five separate sections page limited in accordance with the following: Section Title Page Limit A Technical Proposal 5 B Cost Proposal 5 C Organization Profile (Resumes, 5 Org Charts, and etc.) D Past Performance 5 E Responses to the AHS System 10 Objectives and Characteristics The overall page count shall not exceed 35 pages. The System Objectives and Characteristics document will be supplied upon request. E) EVALUATION OF PROPOSALS AND AWARD: The NAHSC will evaluate all proposals. Technical factors, cost factors, and past performance will be evaluated, with the relative importance for each in the order listed. 1) The overall scientific and/or technical merits of the proposal. 2) Offeror's demonstration of technical competence as reflected in the proposed approach and supporting technical discussions. 3) Adequacy of resources to complete the contract requirements satisfactorily and on schedule. a) Competence of offeror in the required discipline and the relevancy and degree of experience. b) Adequacy of the proposed allotment of time, overall and on a task-by-task basis. c) Adequacy of facilities, equipment, schedule and management plan. 4) Willingness to cost share a portion of proposers cost (see 49 CFR 19.23) Each proposed concept will be evaluated as a ''stand alone'' requirement. The cost proposal will be evaluated in terms of both cost reasonableness and cost realism. The NAHSC reserves the right to select for award any, all, part, or none the concepts limited. It is anticipated that the NAHSC may make multiple awards. Anticipated award levels are expected to vary widely, depending on the number of activities that the offeror proposes to address. This does not commit NAHSC to pay for response preparation costs. It is the NAHSC's intent that repondents that are awarded contracts will not be excluded from participating in subsequent phases of the AHS program. (0114)
