BDM-Oklahoma (BDM-OK), Management & Operating contractor for DOE's
National Oil and Related Programs under prime contract no.
DE-AC22-94PC91008, is soliciting letters of interest from independent
petroleum operators for participation in cost-shared Cooperative
Research and Development Agreements (CRADAs) to improve the transfer of
those technologies necessary to enhance the future management of new
and existing oil reservoirs. The purpose of this effort is to
demonstrate that interdisciplinary reservoir management teams, using
appropriate methods scaled to the size of the resource, are
cost-effective in improving profitability, reducing reservoir
abandonment, and enhancing long-term economic recovery. Through the
regional lead orginazations, the Petroleum Technologyy Transfer Council
(PTTC) will stimulate operator interest and provide a mechanism for
nationwide technology transfer. Ultimate plans are to conduct as many
as 15 different reservoir management projects, including one in each of
the ten (10) PTTC regions. This synopsis relates to the 1995 Plan,
which includes only the first two (2) demonstration projects. CRADAs
will be initiated with the interested independent operators for those
reservoir management demonstration projects meeting the following
qualifications: (1) operators qualify as a small business; (2) projects
must propose at least 50% cost sharing using available resources
(people, equipment, technology, technology, and money); (3) projects
must involve multiple operators; (4) projects must involve a
significant regional resource and/or address a major technology need;
(5) projects must include frequent workshops for transferring hands-on
experience to industry; (6) projects must be oil-production oriented;
(7) projects must demonstrate the use of interdisciplinary reservoir
management teams; and (8) priority will be given to those demonstration
projects in the following PTTC regions: Central Gulf, Eastern Gulf,
Midwest, New Mexico, Northern Mid-Continent, Southern Mid-Continent,
Rocky Mountain, and Texas. Overall demonstration project selection will
be based on the subjective assessment by BDM-OK of the ability of
proposed projects to meet the above program requirements. For those
projects selected, the independent operator proposing the demonstration
project will lead the reservoir management team with membership from
other independent operators, BDM-OK, and other industry parties,
including vendors, consultants, service companies, and university
research organizations encouraged. Project start dates are planned for
the Summer of 1995. Independent operators interested in working with
BDM-OK on a multiple-party CRADA in reservoir management should contact

package, which describes the program in more detail and defines the
information (text, project, and graphical data) that operators must
submit with their letter of interest. To be considered for this year's

solicitation will be held in an open status through September 30, 1995.
Any letters of interest received by September 30, 1995 which are not
selected for 1995 CRADA participation will be considered for the 1996
Plan unless located in a PTTC region that is no longer eligible due to
