66 -- TWO FAST SWITCHING, PHASE COHERENT FREQUENCY AGILE SYNTHESIZERS. SOL N00421-95-R-5126 POC Shawn Campbell, Contract Specialist, (301) 826-1844 X173; Lois M. The Naval Air Warfare Center Aircraft Division, Patuxent River Maryland has a requirement for Two types of Fast Switching, Phase Coherent, Frequency Agile Synthesizers Comstron or equal: one 0.3 - 13.5 GHz and the other 0.3 - 18 GHz. The synthesizers will be used as a signal source for generating and detecting phase coherent radio frequency (RF) signals on a pulse by pulse basis. The projected time of performance consists of a base year and four option years. The following salient characteristics apply to the synthesizers. Comstron Part # FS500B-13 & FS500B-18 or equal:(1) GENERAL CHARACTERISTICS - shall consist of an (a) operating temperature: 0 to 50 degrees Centigrade, (b) Storage temperature: -20 to 85 degrees Centigrade, (c) Power requirements: 120/220/240 VAC +/-10%, 48 to 440 Hz, 320 Watts, 380 VA, (d) RF output connector: SMA, (e) Output impedance: 50 Ohms, (f) Output power: minimum 8 dBm; maximum 12 dBm, (g) Reference oscillator stability: 5 X 10-8 per day minimum, (h) High speed binary coded decimal (BCD) data interface, IEEE-488 interface and front panel keyboard for manual entry, (i) Shall be 19-inch rack mountable and shall include all hardware for mounting. (2) FREQUENCY CHARACTERISTICS - The contractor's synthesizers shall, as a minimum: (a) Cover the frequency range of 0.3 to 13.5 GHz (Comstron part number FS5000B-13 or equal) and 0.3 GHz to 18.0 GHz (Comstron part number FS5000B-18 or equal),(b) Switch from one frequency to any other frequency within the frequency range as specified in 2(a) in 200 nanoseconds or less. The output power shall stabilize to within minimum 8 dBm; maximum 12 dBm in 200 nanoseconds, (c) the synthesizers shall have a frequency resolution of 50 kHz in the frequency range of 0.3 GHz to 13.5 GHz and a frequency resolution of 100 kHz in the frequency range of 13.5 GHz to 18.0 GHz, (d) have a maximum harmonics level of -50 dB below the carrier (dBc), (e) have a maximum sub-harmonics level of -60dBc, (f) have a maimum spurious non-harmonic level of -80 dBc from 0.3 GHz to 2.4 GHz, -76 dBc from 2.4 GHz to 4.8 GHz, -70 dBc from 4.8 GHz to 13.5 GHz, and -64 GHz for frequencies above 13.5 GHz, (g) have an absolute single side band phase noise (including internal reference phase noise) below carrier in a 1 Hz bandwidth as follows: CARRIER 1.0 Ghz, Offset from carrier 10 Hz Phase Noise (dB) 1.0Ghz, Offset 10 Hz, Phase Noise -80, Offset 1 kHz, Phase Noise -95, Offset 100 kHz, Phase Noise -132, Offset 10 Mhz, Phase Noise -148; CARRIER 3.0 Ghz Offset 10 Hz, Phase Noise -71, Offset 1 kHz, Phase Noise -110, Offset 100 kHz, Phase Noise -128, Offset 10 Mhz, Phase Noise -140; CARRIER 8.0 Ghz, Offset 10 Hz, Phase Noise -60, Offset 1 kHz, Phase Noise -110, Offset 100 kHz, Pase Noise -122, Offset 10 Mhz, Pase Noise -136; CARRIER 18.0 Ghz, Offset 10 Hz, Phase Noise -55, Offset 1 kHz, Phase Noise -102, Offset 100kHz, Phase Noise -115, Offset 10 Mhz, Phase Noise -130. (h) The synthsizers shall maintain phase coherency in 50 kHz frequency steps in the frequency range of 4.8 GHz to 13.5 GHz. (i) The synthesizers shall maintain phase coherency in 100 kHz frequency steps in the frequency range of 13.5 GHz to 18.0 GHz. (j) The synthesizers shall use its internal 10-MHz quartz crystal reference signal to generate a 10-MHz reference output for external use. The following are the estimated amounts for the base year and the option years: Base Year: 1 Comstron synthesizer # FS5000B-13 or equal, 2 Comstron synthesizers # FS5000B-18 or equal; Option Year 1: 2 Comstron synthesizer # FS5000B-13 or equal, 1 Comstron synthesizer # FS5000B-18 or equal; Option Year 2: 2 Comstron synthesizers # FS5000B-13 or equal, 1 Comstron synthesizer # FS5000B-18 or equal; Option Year 3: 1 Comstron synthesizer # FS5000B-13 or equal, 1 Comstron synthesizer FS5000B-18 or equal; Option Year 4: 1 Comstron synthesizer # FS5000B-13 or equal, 1 Comstron synthesizer # FS5000B-18 or equal. The estimated delivery for this requiremnt will be 180 days after contracts award.
