Z -- ASBESTOS ABATEMENT ``E'' BUILDING, NAVAL ORDNANCE STATION, CRANE DIVISION, NAVAL SURFACE WAREFARE CENTER, LOUISVILLE, KY Sol N68950-95-B-9664 due 032895. The work includes the provision of all labor, equipment, facilities, and supervision necessary to complete the abatement of asbestos in Building ``E'' and incidental related work. Building ``E'' is an abandoned plating facility. It is a brick building with windows and panels half way up the walls, with the ceiling at 50'. The overall dimensions are 403'7 X 66'6''. The plating tanks have all been emptied. Most of the chemicals, instruments, communication cable, and catwalks have been removed. Sixty-four of the eighty-three tanks have been removed, leaving nineteen tanks to be removed in this project. Sixteen are ACM and the other three are contaminated with plating solutions. An oven, a wax pot, three degreasers, two abrasive blast units, and two portable storage tanks are to remain. ACM insulation has been exposed from some tanks and remains at locations where tanks were originally located and where 16 of the tanks are now located. The moving of the tanks was ceased when ACM was released and the degree of hazard was realized. Debris and residue contain chemials. The building operations used sulfuric acid, chromic acid, sodium hydroxide, nitric acid, cadmium cyanide, zinc cyanide and copper cyanide solutions. The main area to be cleaned is 325' X 66'6'', on the north end. All floor space shall be clean and free of asbestos. The walls and ceiling are not included in the work. All debris that is not attached to the structure shall be packaged for disposal and moved to the south end of the building. No excess water shall be used to spray down the asbestos of the potential to cause hazardous solutions and contaminated runoff into the sewer system. Estimated Cost Range: Between $25,000.00 and $100,000.00. The proposed contract listed here is being considered for 100% Set-Aside for Small Disadvantaged Business (SDB) Concerns. Interested SDB Concerns should notify the contracting office above in writing of their intention to bid the project as a prime contractor within 15 days from date of this notice. This notification must include a positive statement of eligibility as a small socially and economically disadvantaged business concern; evidence of capacity to obtain required bonds and specific information which demonstrates the capability to perform this type of project. Complete information concerning management experience in similar work and financial status should be submitted with references. If adequate interest is not received from SDB concerns the solicitation will be issued on an unrestricted basis without further notice. Therefore, replies to this office are requested from all interested business concerns as well as SDB concerns. (037)
