Lockheed Fort Worth Company (LFWC) will procure and conduct integration testing with the Digital Electronic Control Unit Kits to assure F-16 system compatibility with the aircraft software and the support equipment test sets. This action is being awarded under other than Full and Open Competition procedures, in accordance with 10 U.S.C. 2034(c)(1) and applicable FAR citation 6.302-1(a)(2)(ii). LFWC has the technical data base and expertise required to integrate and ensure system compatibility. An Ombudsman has been established for this requirements review. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during his requirements review. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
