Gill, Contracting Officer, (919) 335-6141 The U.S. Coast Guard requires repair/overhaul of Coast Guard HH65A LTS101-750B-2 engine & associated components, NSN 2840-01-HR1-9671, manufactured by AlliedSignal Engines (formerly Textron Lycoming), P/N 4-001-000-28. An indefinite-delivery, indefinite quantity type contract is anticipated with a base year and four option years. A ''power-by-the-hour'' type of support is envisioned with a guaranteed quantity of 60,000 hours for the base period and each option year period. Delivery is required within 60 calendar days after receipt of the material/order to U.S. Coast Guard, Aircraft Repair and Supply Center, Elizabeth City, NC 27909-5001 or other designated Coast Guard Air Stations. This acquisition is for other than full and open competition to AlliedSignal Engines. Drawings necessary to perform the rework services will not be furnished with the solicitation. Award will be on an ''all-or-none'' basis. Telephone requests will not be accepted. All responsible sources may submit an offer which will be considered by this agency. Interested parties shall submit evidence of their ability to perform the following requirements with their request for the solicitation. a. Develop and implement FAA approved Original Equipment Manufacturer (OEM) certified product improvements including but not limited to: 1) Improved rear bearing support housing 2) Improved GP nozzle 3) Double wall combustor curl? 4) Flexible fuel manifold 5) Fuel pump wetted spline modification 6) Power Turbine governor phenolic spline 7) Washout resistant fuel control bearings 8) Inlet particle separator 9) Engine performance enhancements to allow an increase in airframe maximum gross weight from 8900 to 9370 lbs. b. Manage a continuous improvement program for the engine and engine support system that will reduce support costs while improving engine reliability in service. A program must be defined to reduce the engine removal rate below one per thousand hours of operations. A complete engineering data package must be maintained to support the continuous improvement program. c. Provide complete logistics support requiring an initial $20 to $30 Million in spare parts inventory to 1) support Field Maintenance and Field Repair for 19 Coast Guard Air Stations and ARSC Repair Division; 2) provide at least two spare ready for issue (RFI) engines for each of the 19 Coast Guard Air Stations; and 3) provide no more than 60 days turn around at the repair depot and 30 days turn around for field repair. An agreement must be reached for the purchase of spare parts from the OEM. d. Provide technical support services. Six technical representatives must be available to visit any Coast Guard air station within 12 hours notice. One tech representative will work full time at the Coast Guard's Aviation Repair and Supply Center (ARSC) in Elizabeth City NC. Up to date, OEM approved technical manuals, must be provided to the air stations and ARSC. e. Maintain an in-house test cell to perform appropriate testing of the engines in accordance with the original equipment manufacturer's specifications. f. Conduct overhaul and repair work in an OEM approved service center.
