PETERSBURG, RUSSIA DUE 030895 POC Carol Stillwell, USTDA, Room 309, SA-16, Washington, D.C. 20523-1602, Tel: (703) 875-4357, Fax No.: (703) 875-4009 The U.S. Trade & Development Agency on behalf of the Executive Director of the Seaport of St. Petersburg, Russia invites the submission of qualifications and a proposal (collectively called ''Proposal'') from interested U.S. contractors who are qualified on the basis of past experience and current capabilities to perform a feasibility study for a Refrigerated Cargo Terminal at the Seaport of St. Petersburg, Russia. The Seaport of St. Petersburg (the Port) was recently awarded a grant by the U.S. Trade and Development Agency (USTDA) to partially fund a feasibility study for the design and construction of a refrigerated cargo terminal. The total amount of the USTDA grant for performing the feasibility study is $250,000. Under the terms of the USTDA grant, the U.S. contractor selected to perform the assignment will be required to contribute work or effort equivalent to the value of $104,000 for a total study effort of no less than $354,000. In order to be considered for the feasibility study, the following minimum qualification must be met: one or more member(s) of the prospective Contractor team must be experienced in operating similar facilities and be willing and able to take an equity position in the terminal. The Seaport of St. Petersburg is the largest port in Russia and handled over 10 million metric tons or 14% of all sea borne trade in the country in 1993. Due to emerging new distribution patterns, refrigerated cargo has increased from less than 100,000 metric tons in 1992 to over 900,000 metric tons in 1994. The existing port facilities are outdated and were not designed to handle these new volumes in an efficient manner. The objectives of the study are to evaluate the economic, financial and engineering feasibility of developing a port terminal for the import and export of refrigerated cargo; such study shall be of sufficient detail to be acceptable to financial institutions for the purpose of providing financing for the development of the terminal. Specific segments of the assignment will include the following: (i) Commodity forecast and demand analysis; (ii) Operations planning for the terminal; (iii) Preliminary engineering for new facilities; (iv) Project phasing and optimization; funding requirements; (v) Environmental analysis; (vi) Financial analysis. After completion of each segment of the assignment, eight (8) copies of the draft report on that segment shall be submitted to the Port for review and comment. Eight (8) copies and one reproducible master of the entire final report shall be submitted upon completion. A Definitional Mission Report and a separate Tender Document including terms of reference, instructions to tenderers, and proposal format and content requirements for the feasibility study are available from the Information Resource Center (IRC) at USTDA. If you would like the Report and Tender Document sent to you via courier delivery service, include the name of the courier company and your firm's account number. The selected U.S. firm will be paid in U.S. dollars from the U.S. $250,000 grant to the Port by USTDA. All goods and services to be provided by the selected firm and its subcontractors (if any) must have their nationality, source and origin in the United States or Russia. A maximum of twenty percent (20%) of the grant funding provided by TDA may be used for Russian subcontractors. Only U.S. firms and individuals may propose on this USTDA-financed activity. Interested firms, their subcontractors, and individuals (including employees of such firms and subcontractors) must qualify under USTDA's nationality requirements as of the due date for submission of proposals and, if selected to carry out the USTDA financed activity, must continue to meet such requirements throughout the duration of such activity. Interested U.S. firms should submit an original plus (4) copies of their Proposal in English directly to USTDA no later than 3:00 PM, March 8, 1995 in accordance with the instructions provided in the Tender Document. The Proposals shall address the technical approach, project management, proposed milestones and schedule, staff qualifications and experience, and the firm's relevant experience. Partial Proposals will not be accepted. Selection of the contractor will be administered by the Port. The evaluation criteria for selection of the successful firm for performance of the assignment will include the following: (1) Past experience and capabilities of the firm and subcontractors, including a demonstrated ability to perform large multi-disciplinary port related feasibility studies and design; refrigerated cargo handling and warehouse experience; overseas experience with special emphasis on Russia or countries with similar socio-economic background; demonstrated ability to complete the study on time to parameters required by traditional lending agencies (20%). (2) Special experience in cargo demand forecasting including assessment of macro economic influences and commodity supply and demand; strategic analysis; distribution patterns and related transportation analysis (15%). (3) Special experience in port traffic studies; port master planning; shipping analyses; terminal operations planning and management; institutional organization; tariff structures; environmental assessments; site selections; navigational issues; economic, financial and engineering feasibility analyses of port developments (15%). (4) Professional staff qualifications and capability including experience directly related to the project scope; relevant experience in Russia or countries with similar socio-economic background (15%). (5) Demonstration of the level of understanding of the problem(s) and responsiveness of the proposal to the technical scope and requirements of the project (15%). (6) Experience of the contractor or one or more member(s) of the contractor team in the operation of similar facilities and certification that such member(s) will be willing and able to make a good faith effort to negotiate an equity position with the Port in the future development provided that the development is found to be economically and technically feasible (20%). The Port reserves the right to reject any or all Proposals. The Port also reserves the right to contract with the selected firm for subsequent work related to the project. The Port, USTDA or its agent is not bound to pay for any costs associated with the preparation and submission of the proposals or other costs during the selection process.
