- The Department of Veterans Affairs, Network Contracting Office (NCO) 6 intends to award a sole source, firm fixed price contract to PAR Excellence Systems, Inc located at 11500 Northlake Drive, Cincinnati, OH 45249 for the PAR Excellence Weight-Based Inventory Management Systems (WBIMS), software and maintenance and support services for the Fayetteville VAMC located at 2300 Ramsey Street, Fayetteville, NC 28301. PAR Excellence s systems are currently utilized at the facility. The WBIMS will be interoperable and interchangeable with the current systems in place. PAR Excellence is interoperable with the VA s Integrated Funds Distribution, Control Point Monitoring, Accounting and Procurement (IFCAP) system s General Inventory Package (GIP), the VA s current supply chain system of record. It is the Government s belief that the proposed candidate is the sole provider of the system and its related maintenance on the systems. This notice of intent is not a request for competitive quotes. Market research has determined that these items can only be obtained from a single source without an unacceptable duplication of cost or delay in the continuity of patient care. No solicitation documents are available and telephone requests will not be accepted. However, any business that believes it can provide the PARS Excellence Weight-Based Inventory Management Systems (WBIMS), install its software, provide authorized maintenance and support services, may give written notice to Jonathan.Lamb@va.gov by 11:00AM EST on March 12th, 2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Interested and capable respondents are requested to provide the information below. All responses to this notice shall include: company name, address, point of contact, phone number, System for Award (SAMs) Unique Entity Id Number (UEI), manufacturer authorization letter, authorized dealer, authorized distributor, or authorized reseller documentation. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
