- Presolicitation Notice Presolicitation Notice Page 3 of 3 Notice of Intent to Sole Source Requirement *=Required Field Notice of Intent to Sole Source Requirement Page 1 of 3 Department of Veterans Affairs, VISN10, The Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSCDVAMC), intends to procure for on-site full maintenance of Government owned Hill-Rom NaviCare Nurse Call Systems (NNC), located at the VA Medical Center (Wade Park), 10701 East Blvd., Cleveland, OH 44106. Services shall be in accordance with the terms, conditions, provisions and schedule of the contract. Services shall be for the period of date of award through 1 August 2026 31 July 2027 with 4 Option Years with Hill-rom, in IAW FAR Part 13.5 procedures. The government is requesting the Gold+ package to be used to meet the mandatory software support coverage for all Navicare Nurse Call (NNC) installations and includes software licenses for major and minor upgrades, patches, bug fixes, and service packs, technical phone support and remote access for software issues only. Gold+ program includes labor for software upgrades and fixes, parts, onsite support and travel/living expenses, and one preventative maintenance per year for each installation. The associated NAICS code is 811210 the vendor will be Hill-rom, Inc. 1069 State Road 46 E Batesville, Indiana 47006-7520, United States. Hill-Rom has proprietary rights to the nurse call equipment and software currently deployed throughout the Cleveland VA Medical Center. They can provide the exact type of electronics service that is needed for the VA requirements for this geographical area and campus. Their liability of this Nurse Call system was researched and found to be the most reliable for durability and maintenance related to the usage needs. Accordingly, Hill-Rom is the only firm capable of providing supplies and services without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. A firm-fixed-price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
